Iran’s proposed package for Persian Gulf, step toward reducing tensions

Tehran, Iran's foreign minister Javad Zarif met with officials on a threeday trip to Iraq and in addition to deliberating on bilateral issues, proposed a nonaggression regional pact which according to political and media observers, if accompanied by neighboring countries, the proposal is an important step for Iran to alleviate tensions in the region.

Mohammad Javad Zarif arrived in Iraq Saturday night and met with officials such as the president, the prime minister, the foreign minister and the speaker of the parliament. Zarif, of course, has sent his deputy for political affairs to Syria, Oman, Kuwait and Qatar. Nevertheless, it seems that the most important measure by Zarif on the trip, as he also emphasized in Tweets, seems to be a further offer for restoring peace and security in the region. He proposed a "nonaggression regional pact" and emphasized that the neighbors are in the top priority.

The domestic media have outlined the most important message offered by Iran for the Persian Gulf to protect the security of the region.

A review of the domestic media, including newspapers, news agencies and websites affiliated to reformist and conservative camps, suggests that the media, while welcoming Zarif's proposal, believe that if this is thoroughly implemented, the tensions in the region will be reduced dramatically.

The reformist media wrote about this matter, Zarif's most important goal to offer the proposal seems to be to provide a solution for restoration of peace and security in the region. The media also considered the plan as a move by Iran to counter with Saudi Arabia's strive to make consensus.

Here are some of the focal points that are considered by reformist media: Zarif's proposal is becoming more important because Iran is seeking to reach an agreement with the Iraqi government that it does not use its airspace and ground to use military means against Iran's interests; the proposal, if implemented, will eliminate the real and false concerns in the region; this suggestion reflects Tehran's goodwill to eliminate some of the perceptions or concerns of some countries towards regional policies of Iran.

Positive functions of Zarif's proposal to reduce tensions

Ebtekar daily in a headline titled 'An important step by Iran to extinguish fire of tensions', wrote that the proposal was made while Saudi Arabia is expected to hold, in the next few days, the three conferences of the Arab League and the Organization of Islamic Countries in Mecca in an emergency manner. Analysts say the Saudis, in addition to accompanying the United States in the policy of increasing pressure on Iran, can display the other side of the coin.

Over the past four years, they have been under pressure from the public opinion due to the murder of Saudi critic Jamal Khashoggi, especially in the last 9 months and the Yemeni civil war. This has been linked to the aggressive foreign policy of the country in the region due to the siege of Qatar and the hostage taking of Lebanon's Prime Minister in Riyadh, and it has led them to assess such conditions as desirable for leaving behind the international pressures, and to move in line with the current dangerous steps of the White House. In this regard, Russia's Foreign Minister Sergei Lavrov also welcomed Iran's proposal to sign a nonaggression pact with the Persian Gulf states, saying that agreeing on the issue of nonaggression could be the first step towards shutting down tensions and we think this kind of plan is right.

Sharq wrote, Javad Zarif met with the authorities on a threeday trip to Iraq, and in addition to deliberating on bilateral issues, he proposed a "nonaggression pact". Zarif's proposal becomes more important as Iran seeks to reach an agreement with the Iraqi government that its land and airspace will not be used for military purposes against the interests of Iran. Zarif's third trip to Baghdad has coincided with the rise of provocative measures and simmering tensions in the United States, as well as the widespread threat of insecurity in Iraq and some Arab countries."

Nozar Shafiee, an expert on international affairs, referring to the proposal by Mohammad Javad Zarif to sign a pact of nonaggression between Iran and the Persian Gulf states with an emphasis on positive function of such proposals, said the offer shows the transparency, Iran's good will and that Tehran is trying to build trust with neighbors.

The conservativeaffiliated media also considered the proposal as a way to eliminate the tense policies in the region.

Fars News Agency wrote in a report that Zarif also proposed in 2015 in order to reduce the tension in the region and prevent misunderstanding, a "regional dialogue forum" formed between the Muslim countries of the region. Nevertheless, Saudi Arabia and its allies have increased the volume of their antiIranian efforts over the past years and have supported US pressure on Iran. Two weeks ago a Saudi newspaper close to the House of alSaud officially advised the United States to take military action against Iran. "

The Siasat Rouz newspaper wrote in an article titled "US Sedition Falling Down that During the trips and visits of Iranian diplomats to the countries of the region, the foreign minister of the country announced on a tweet of a proposal for a nonaggression regional pact, which, according to political observers, if it is accompanied by the neighboring countries, this proposal can be a staunch fortress in the face of impact of hostile policies and sedition and divergences between the religions of the region.

According to a Sobhe no morning newspaper, Zarif arrived in Baghdad, the capital of Iraq, after completing his mission in Pakistan on Saturday, May 25. The Foreign Minister met with the President, Prime Minister, Speaker of the Parliament, Foreign Minister and leaders of two Iraqi parliamentary coalitions on the trip.

Zarif wrote a tweet on Iran's bid to form a nonaggression regional pact a day after he arrived in Iraq. After Zarif, Deputy Foreign Minister Seyyed Abbas Araqchi also announced Iran's readiness to negotiate with the Persian Gulf states in completing Zarif diplomatic mission during his trip to Oman, Kuwait and Qatar.
