Saving JCPOA requires more than memorial photo by EU leaders
Tehran, The EU proclaims to remain committed to Iran nuclear deal and also asks Iran to abide by its commitments while the main reason for the shaky JCPOA after the departure of the US, is the failure of the Europeans to use the opportunities at their disposal.
Iran's announcement of the reduction in its obligations in JCPOA on Wednesday (May 8) which was coincided with the anniversary of US President Donald Trump's exit of Iran's nuclear agreement and 5+1, was alarming for the Europeans to respond quickly.
Announcing with regard to the provisions of the Nuclear Agreement on violating commitments Iran has used its rights and is stopping selling heavy water and enriched uranium, Iranian President Hassan Rouhani set a 60day deadline for Europeans to take the necessary measures to meet their responsibilities in the JCPOA.
In the same vein, the spokesman for the Supreme National Security Council (SNAC) warned that in the case of continuation of violation of the commitments by the signatories of the JCPOA, the Islamic Republic of Iran would move by step to withdraw from the JCPOA and the subsequent phases.
In response to the 60day deadline, the European authorities issued a statement calling on Tehran to fulfill its obligations in the JCPOA and taking no further step towards to withdraw from the JCPOA. The Europeans also confirmed that they would not accept an ultimatum from Iran.
A spokesman for the European Union today, in an interview with one of the Iranian news agencies, elaborated on the reasons for rejecting Tehran's deadline for effective European action and went on to say, 'We reject this ultimatum because we are on the way to fulfill obligations.' 'We are committed to the JCPOA and in are acting in full coordination with Iran's nuclear deal.'
He called Iran's nuclear agreement and P5 +1 as collective advantage for preserving the security of Europe and the world, which must be safeguarded as a key achievement. He reiterated Europe's commitment to the JCPOA's commitment and called for Iran's adherence to its obligations.
Meanwhile, Iran's foreign minister wrote on his page in virtual space during his trip to Moscow, JCPOA is in critical condition bec of US and Europe's failure to uphold its obligations. EU/E3 must step up for JCPOA to survive. Iran's choice is constructive engagement with credible *and* relevant actors.
Until the announcement of the US withdrawal, the three European signatories of the JCPOA nations had made extensive diplomatic efforts to prevent Trump obstructions.
In line with EuropeanAmerican disputes over trade issues, US commitments in international treaties, and the cost of the collective defense of the Atlantic, Europe's diplomatic efforts to persuade Trump to adhere JCPOA led to failure.
Looking at events after the departure of the United States, the European accountabilities visavis fulfilling their commitments toward JCPOA has been limited to diplomatic efforts and political statements. In practice, the only European action for the time being has been the registration of the 'INSTEX' mechanism, which has not decreased Iran's problems since February.
Meanwhile, the Islamic Republic of Iran's demand for Europeans was specific and focused on the possibility of selling oil, supplying the necessary services and goods, and establishing financial links.
Trump's increasing threats against Tehran and the serious threat of foreign companies in linking with Iran has led European governments to enter a passive phase with this argument that European business companies are active privately and nonbinding, rather than enforcing responsibility about JCPOA and take stances in word.
Iran's protest of Europe's failure and Tehran's positions in this regard can likely be more remembered when it comes to the attitudes and behavior of Europeans in the presigning stages of the JCPOA and then its implementation until the departure of America.
On the way to reach an agreement in the negotiations, the European authorities tried to register the probable diplomatic success with its name by changing the name 5+1 to 3+3 and highlighted the role of the European troika in the consultations in European cities.
The role of the European Union foreign policy chief in political consultations between Iran and P5 + 1 was also in a way that the union, as it seems, by closeness of Iran positions to the US Democrat government to reach a winwin agreement they have the role of a facilitator and the guarantee of its results.
The recent statements of the European officials, notably French president Emmanuel Macron are considerable. In response to the reduction of Iranian commitments in the JCPOA notes the necessity of continuity and maintenance of the JCPOA, but he stipulates that the nuclear agreement of 2015 is incomplete and by the inclusion of missile items should be completed.
