Cairo: Modalities for the Implementation of Safeguards in Iran, signed by IAEA Director General and Iran's Foreign Minister, Dr. Abbas Araghchi, marks a significant step forward in nuclear oversight in Iran.

According to EMM, the document, while not public, addresses the consequences of the June attacks on nuclear installations in Iran, which led to a suspension of inspection work. This situation posed a risk of Iran failing to comply with its safeguards obligations.

The agreement reflects Iran's commitment to remain within the Non-Proliferation Treaty (NPT) framework. The IAEA engaged in bilateral technical consultations with Iran to align Iran’s new law with existing NPT safeguards obligations. This culminated in a meeting in Cairo, where both parties reached a clear understanding of procedures for inspection, notifications, and implementation in line with the Comprehensive Safeguards Agreement (CSA).

The document outlines the procedures for inspections and reporting on facilities affected by the June attacks. Iran will adhere to its internal procedures, facilitating inspections and access to nuclear materials. Safeguards approaches will be reviewed technically, respecting the rights and obligations under the NPT Safeguards Agreement.

The Director General emphasized that while the document is technical, its importance is profound. The agreement aims to resume cooperation between Iran and the IAEA in a comprehensive manner, addressing any challenges that may arise. The hope is that this resumption of inspection activities will demonstrate that dialogue can lead to lasting international solutions.

The Director General also expressed gratitude to Egypt's President Sisi and Foreign Minister Badr Abdelatty for their support in facilitating the agreement. The IAEA is now focused on implementing the agreement, reflecting a commitment to finding durable solutions to international challenges.
