Iran and IAEA Finalize New Framework for Safeguards Commitments

Cairo: Iran and the International Atomic Energy Agency (IAEA) have reached an agreement on implementing a new procedural framework for their interaction, aimed at fulfilling safeguards commitments. This development follows recent tensions due to attacks on Iran’s nuclear facilities by the United States and Israel, as announced by Foreign Ministry spokesperson Esmaeel Baghaei.

According to Islamic Republic News Agency, the understanding was reached in the wake of unjustifiable and illegal attacks targeting Iran’s safeguarded nuclear facilities, which occurred between June 13-24, 2025. At a joint press conference with Egyptian counterpart Badr Abdelatty, Iran’s Foreign Minister Abbas Araghchi emphasized the importance of diplomacy, asserting Iran’s dedication to its peaceful nuclear program under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

Araghchi condemned the attacks as criminal and called for accountability from the U.S. and Israel for the resulting casualties and damages. He highlighted that these actions have significantly altered Iran’s cooperation conditions with the IAEA, making continued collaboration under such threats untenable.

Expressing gratitude towards Egypt for facilitating diplomatic efforts, Araghchi acknowledged Egypt’s Foreign Minister and President Sisi’s roles in enabling the new collaborative framework with the IAEA. He reiterated Iran’s commitment to peaceful engagements and stressed the necessity for reciprocal goodwill to prevent further unlawful actions.

IAEA chief Rafael Grossi, in a statement, confirmed the agreement with Iran on resuming inspection activities, appreciating Egypt’s involvement in the process. He described the framework as a positive step towards diplomacy and stability.

European Union’s High Representative for Foreign Affairs, Kaja Kallas, also recognized the agreement’s potential to advance nuclear diplomacy, urging prompt implementation by Iran and commending Egypt’s facilitative efforts.
