Vienna: The Permanent Mission of the Islamic Republic of Iran to the United Nations Office and other International Organizations in Vienna has communicated its stance on recent reports by the International Atomic Energy Agency (IAEA) Director General to the Board of Governors. These reports, titled “The NPT Safeguards Agreement with the Islamic Republic of Iran” and “Verification and Monitoring in the Islamic Republic of Iran in Light of United Nations Security Council Resolution 2231,” have prompted a detailed response from Iran.
According to Islamic Republic News Agency, Iran’s Permanent Mission has expressed concerns that the IAEA reports are based on a distorted narrative, perpetuating an unconstructive approach. The mission emphasized that military aggression by the United States and Israel against Iran’s safeguarded nuclear facilities constitutes a breach of international law, threatening regional and international peace. The mission criticized the IAEA for not fulfilling its statutory duties to protect peaceful nuclear facilities and for failing to report the aggressions to the United Nations Security Council.
Iran has responded to these aggressions by suspending cooperation with the IAEA, as dictated by a law passed in June 2025 by the Islamic Consultative Assembly. This move is seen as a legitimate response to protect national interests amid hostile actions. Despite these tensions, Iran has engaged in negotiations with the IAEA to continue fulfilling its Safeguards obligations under the extraordinary circumstances created by the aggressions.
The mission reassured that all nuclear material in Iran remains under IAEA supervision, and any lull in verification activities is a direct result of the aggressions. Iran insists that once peace is restored, a fair framework can be established to resume normal verification processes. The mission also addressed outstanding Safeguards issues, asserting that Iran’s nuclear material and activities have been fully declared and verified, with no undeclared activities.
Regarding the conduct of two IAEA inspectors, Iran accused them of violating security protocols by removing confidential documents. The mission highlighted Iran’s right to object to the designation of inspectors, as recognized in international agreements.
To navigate the challenges posed by the current situation, Iran is negotiating new Safeguards arrangements with the IAEA. The mission criticized the premature reflection of these negotiations in the Director General’s report, emphasizing the need for impartiality and technical focus without yielding to political pressures.
