Iran Asserts Unjust Expectations Amid Sanctions: Mission in Vienna.

Vienna: In a recent memorandum, Iran's mission in Vienna articulated that it is unreasonable to anticipate that Iran will fully meet its obligations under the Joint Comprehensive Plan of Action (JCPOA) while unilateral sanctions persist. This stance was conveyed in response to the International Atomic Energy Agency's (IAEA) report, highlighting Iran's position regarding its nuclear commitments amid ongoing international challenges. According to Islamic Republic News Agency, the Permanent Mission of the Islamic Republic of Iran at the United Nations Office and other international organizations in Vienna released comments on the IAEA Director General's reports concerning Iran's compliance with the Nuclear Non-Proliferation Treaty (NPT) safeguards. These remarks were in reaction to reports (GOV/2024/62 and GOV/2024/61) dated November 19, 2024, which detail monitoring and verification processes in Iran under the United Nations Security Council Resolution 2231 (2015). The memorandum emphasized Iran's adherence t o its obligations, including the Comprehensive Safeguards Agreement, facilitating the IAEA's verification activities regarding nuclear materials and activities within Iran. However, it criticized the overlap of topics between the JCPOA and NPT safeguard reports, suggesting a lack of clarity in addressing separate issues within these documents. Significantly, the document noted the detrimental impact of the United States' withdrawal from the JCPOA in May 2018, which has not been sufficiently highlighted in the IAEA's report. Iran argued that this withdrawal, coupled with the European Union and three European countries' failure to meet their obligations, justified Iran's decision to suspend certain JCPOA commitments in February 2021, as permitted under Articles 26 and 36 of the JCPOA. Furthermore, Iran contended that the three European countries' refusal to lift sanctions on the JCPOA transition day, October 18, 2023, constitutes a violation of their commitments under both the JCPOA and United Nations Securit y Council Resolution 2231. This act, according to Iran, underscores a broader pattern of non-compliance by these nations.
