According to Islamic Republic News Agency, Iravani sent a letter to the secretary-general of the UN and the president of the UN Security Council, stating that the United States has continued its military operations against Iran, affecting key infrastructure. The letter highlights the damage to ports, transportation networks, and other civilian facilities essential for the Iranian population and economy. Iravani argues that these actions violate the UN Charter and international law.

The letter outlines several incidents, noting that from July 8 to July 16, 2026, the US conducted military strikes on various Iranian territories, particularly targeting southern provinces and coastal cities. The attacks have reportedly led to significant humanitarian and economic consequences, with over thirty-five Iranians killed and more than two hundred and sixty injured. Among the victims were civilians and emergency responders.

Specific incidents mentioned include a July 15 missile attack on an Iranian military dormitory in Bampur, resulting in casualties among military personnel.
