African Union, European Union, and United Nations Condemn Rising Human Rights Violations at Trilateral Meeting


New York: The Chairperson of the African Union Commission, Mahmoud Ali Youssouf; the President of the European Council, António Costa; the President of the European Commission, Ursula von der Leyen; and the Secretary-General of the United Nations, António Guterres, convened on 21 September 2025 at the United Nations Headquarters in New York. This meeting took place on the margins of the 80th Session of the United Nations General Assembly, and included senior officials from the Secretariats of the three organizations.



According to European Union, the organizations emphasized the importance of multilateralism in addressing current global challenges. They expressed strong condemnation of the increasing instances of disrespect for international humanitarian and human rights laws. Discussions focused on peace efforts in Africa, with a particular emphasis on ending the conflict in Sudan through enhanced support and coordination for an inclusive political dialogue aimed at achieving an immediate ceasefire and sustainable resolution to the conflict.



The parties also addressed the need to combat terrorist groups and promote reconciliation and development in the Sahel region. They affirmed their backing for the United Nations roadmap to revive the political process in Libya and reiterated their commitment to managing migration in accordance with international standards, utilizing the African Union-European Union-United Nations Tripartite Task Force for the Situation of Migrants and Refugees in Libya.



The meeting further expressed support for ongoing international and regional peace initiatives in eastern Democratic Republic of the Congo, as referenced in the African Union Peace and Security Council communiqué from its 1261st meeting on 14 February 2025, and the United Nations Security Council resolution 2773 (2025). They reaffirmed support for the African Union Support and Stabilization Mission in Somalia, calling for sustained donor contributions to ensure the mission’s effective delivery of its mandate. They also discussed ongoing reviews of peace operations to more effectively address emerging challenges in Africa and beyond.



The organizations welcomed the progress towards operationalizing Security Council resolution 2719 (2023) concerning the predictable financing of African Union-led peace support operations on a case-by-case basis. They reiterated their commitment to fostering durable peace and sustainable development in Africa, aligning with the African Union Agenda 2063 and the United Nations 2030 Agenda for Sustainable Development.



They acknowledged the deepening partnership between Africa and Europe, guided by their Joint Vision for 2030, and anticipated the upcoming Summit between the African Union and the European Union scheduled for November 2025 in Luanda, Angola.
