Foreign Affairs Council Deliberates on Ukraine Sanctions and Middle East Strategy

Brussels: The Foreign Affairs Council (FAC) convened for a critical session, where High Representative Kaja Kallas outlined an intense agenda focusing on global geopolitical tensions, particularly regarding Ukraine and the Middle East. A significant part of the discussions revolved around the plight of civilian detainees in the occupied territories of Ukraine. High-level talks aimed at addressing the detainment of civilians, including teachers and journalists, were emphasized, alongside efforts to establish a platform for facilitating their release.

According to European Union, the FAC examined the potential for agreeing on 250 new listings as part of sanctions against Russia. This marks the largest number of listings to date, reflecting the EU's response to recent Russian attacks on civilians. Efforts are also underway to finalize the 21st sanctions package, although consensus has yet to be reached.

The Council also turned its attention to the Black Sea strategy, focusing on protecting critical infrastructure and countering hybrid threats in the region. Collaborative efforts between Bulgaria and Romania were highlighted, alongside the proposal for a new Partnership Mission in Armenia to combat similar threats.

Discussions on the Middle East included a working lunch with Gulf partners to address security concerns in the region. The MoU concerning the Strait of Hormuz was scrutinized, with the EU offering its expertise in navigating nuclear power negotiations and addressing proxy issues, with the aim of ensuring freedom of navigation and preventing imposition of tolls.

The Options Paper from the European Commission served as a basis for internal discussions on the Middle East, highlighting potential measures to address the situation in the West Bank and support the two-state solution. The council also deliberated on matters concerning the Western Balkans, Sudan, and the political transitions in Ukraine and Syria, emphasizing the need for stability and reform.

In addressing Ukraine's governmental changes and the resignation of Prime Minister Svyrydenko, Kallas underscored the importance of continued reforms and EU enlargement efforts. The FAC also discussed the implications of forming various "Coalitions of the Willing" and the challenges posed by Iran's stance on external intervention in the Strait of Hormuz.

The discussions culminated in a strong commitment to work towards a robust 21st sanctions package, despite challenges in reaching consensus among Member States. The Council's deliberations reflect a concerted effort to address complex global issues, emphasizing the EU's role in promoting stability and security across its neighboring regions.
