Palestinian Prime Minister Advocates for Stability in Gaza Through International Framework

Brussels: Palestinian Prime Minister has emphasized the importance of implementing the New York Declaration and UN Security Council Resolution 2803 as a practical framework to stabilize Gaza. This framework is seen as a vital step toward restoring governance, addressing security needs, revitalizing the Palestinian economy, and progressing towards the realization of an independent Palestinian state based on international resolutions.According to Union of OIC News Agencies, the Prime Minister asserted that recent lessons have shown that war, siege, occupation, forced displacement, and annexation have not led to peace, security, stability, legitimacy, or coexistence. He emphasized that a just political solution is the only pathway to achieving peace and stability. His remarks were made during the ninth meeting of the International Coalition for the Implementation of the Two-State Solution, held in Brussels, with participation from over 80 countries and international organizations.Mustafa emphasized that Gaza is not just a humanitarian issue but an integral part of the State of Palestine. He insisted that the successful implementation of Security Council Resolution 2803 should expedite transitional arrangements, allowing the Palestinian Authority to assume full responsibilities in Gaza, ensuring the reunification of national institutions between Gaza and the West Bank.The Prime Minister expressed readiness to engage in these transitional arrangements in partnership with the Office of the High Representative - Peace Council, along with regional and international stakeholders, in full compliance with international law. This includes restoring public order, resuming essential services, and coordinating reconstruction efforts.Mustafa announced the establishment of a specialized committee within the Prime Minister's office to coordinate with the Office of the High Representative. This committee aims to align international efforts, expedite decision-making, enhance implementation, and efficiently manage the handover of Gaza's administration to the Palestinian Authority.He further explained the necessity of a comprehensive security framework, which includes establishing a unified and legal security structure. This structure should be subject to legitimate authority and involve effective coordination between international security forces and the Palestinian security establishment.Regarding the West Bank, Mustafa highlighted the systematic undermining of the Palestinian Authority due to Israeli policies, particularly in security and economic spheres. He condemned the ongoing violence, settlement expansion, and settler militia attacks supported by the Israeli occupation army as grave violations of international law and human rights, which directly threaten the viability of a two-state solution.The Prime Minister called for immediate protection for Palestinian civilians and strengthening international mechanisms to ensure accountability. He also addressed the financial crisis exacerbated by withheld Palestinian clearanc e revenues and banking restrictions, which undermine governance and stability.On institutional and security reform, Mustafa emphasized that true security is achieved through strong, legitimate institutions. He noted significant progress in implementing comprehensive reforms, particularly in strengthening the rule of law and improving service quality. He highlighted that more than 70% of the reform plan has been completed, demonstrating commitment to good governance.Mustafa acknowledged the support of international partners, including the European Union and the United States, in border management, rule of law, and institution-building. He stressed that these efforts must be part of a comprehensive political strategy for achieving sovereignty.The Prime Minister expressed gratitude to the co-chairs, Saudi Arabia and Norway, and all participating countries and institutions for advancing the international process initiated in September 2024, which culminated in the New York Declaration during the United Nati ons General Assembly in September 2025.Lastly, Mustafa expressed solidarity with Arab nations affected by Iranian attacks during the recent war, reiterating the rejection of any violations of state sovereignty and security.
